Residential State Supplement Program

The Residential State Supplement (RSS) Program provides cash payment to low-income, blind or disabled adults (18 and over) who need assistance with daily activities such as bathing, eating or dressing, but do not require the skilled nursing care provided in a nursing home. The cash payment supplements an individual’s personal resources, so that they can live in more home-like congregate settings.

Types of RSS Facilities

There are four types of facilities where the RSS client can live. All homes are licensed by the Ohio Department of Health except for the Adult Foster Homes, which are certified by the Area Agency on Aging.

  • Adult Foster Homes can accommodate 1 to 2 individuals
  • Adult Family Homes can accommodate 3 to 5 individuals
  • Adult Group Homes can accommodate 6 to 16 individuals
  • Residential Care Facilities can accommodate 16 plus individuals

The RSS client may receive from $70 up to $321 (depending on sources of income) of their monthly income for spending money. The rest of the client's monthly income is combined with the RSS payment to equal the monthly rent of $750 for Adult Foster and Adult Family Homes or $850 for Adult Group Homes and Residential Care Facilities. Additionally, all RSS clients are eligible for a Medicaid card to pay for medical expenses.

Eligibility

Financial eligibility is based on the type of facility the individual applying for.

  • Income must be less than $919 (if requesting a Residential Care Facility or Group Home)
  • Income must be less than $819 (if requesting an Adult Family Home or Foster Home)
  • The applicant can have no more that $1,500 in assets. Countable assets include stocks, bonds, money market accounts, IRAs, savings accounts, checking accounts, as well as life insurance policies, that can be cashed in.

Services

Each facility shall provide the following at a minimum:

  • Three meals a day and snacks throughout the day
  • Laundry services
  • Social and recreational programs
  • Medication monitoring
  • Housekeeping
